Yes if you work downtown it can take an hour to get to work, and coming  home can be the same or more, on a normal day. If it rains, if construction or an accident is happening, then it can be longer. Will the rail help ease the pain, MAYBE.

Living in Kapolei has a lot of advantages over being downtown. Most of the homes are new or newer. You can do almost anything in Kapolei as you can do downtown. Great restaurants, great schools, West Oahu College Campus, Sports Authority, Home Depot, Costco’s, Kroc Center, great grocery stores and a nice post office and public library. There is even a new social Security Administration building, Food-land, and several new eateries. A new theater and mall is coming to Kapolei with construction already started and scheduled to be completed in 2016.

The only water park on the island, the Disney Resort at Ko Olina and great golf course make Kapolei a great choice to live.

So if you want out of the hustle and bustle of the city but still close enough to enjoy it. If you can stand the traffic during the week then I think Kapolei, or the West side can be for you.
